For this 97 4 cyl VTEC, I find the cam belt tension bolt impossible to loosen. It has to be loosened to allow the spring to pull up on the belt riders for the cam belt and the two balance shafts. The repair book I have quotes 33 in lbs torsion on the bolt for tightening, but I think I put on about 100 ft lbs without success in trying to loosen it. Does it have to be heated? Is a special wrench required?

The belt looks fine, just a little loose.

if that nut is tight i would suggest you use a 6 point 14 mm box end or socket,, do not use a 12 point or you might strip the nut than it will be a lot harder to loosen up,,
it might be a lot easier to remove the p/s and alt belts
