You don't need a relay kit, nor would a relay stop any voltage from hitting the electrical system. The high voltage mentioned is on the output side of the igniter. This is similar to the car's ignition which, last time I checked, requires 30kV minimum to jump a spark across a plug. The ballast acts as a transformer of a sort. It has a low voltage-power side and a high voltage-load side. The statement posted above is a propoganda attempt to sell an unnecessary product.
