swirl marrings or scratches under cleaer coat?

Default swirl marrings or scratches under cleaer coat?

Well, this will be difficult to explain but my accord (pearl blue) has these swirly marrings or scratches UNDER the clear coat. It's very noticeable up close and under the sun. When I run my fingernail over it, i feel nothing at all! Is this possible? The car was never repainted. I took it to one autobody shop and he couldn't figure it out. All he suggested was to take it to a detail shop. It's kind of like what this guy has:

How can you be sure it's undereath the clear? Scratches can be seen even when they're too fine to feel with a fingernail.

You're right, I don't know. I took it to several detail shops and they couldn't get rid of the marring. I finally took it to an autobody shop and had the guy test out a small spot with light water-sanding. It worked. Now I just have to decide if I want to shell out the money to do the whole car. As always, thx for your advices.
