Not enough information. The "F22" was around for enough years and enough different versions that there's a few different distributors. The first clue is whether the plugs will plug in directly. Over the years the collection of timing sensors inside the distributor has changed, with different signals that will confuse your PCM.

The 1999 is also an F23. They are probably both F23A1 and even the ULEV engine (F23A4) might have the same distributor.
1997 is the last year that the USA Accord came with an F22, so if the 1999 is really an F22 (2.2 liter) engine then the engine was swapped.
