Do you have a check engine light? Does the cruise control work? If the VSS(Vehicle Speed Sensor) was bad the check engine light would be on and the cruise control would not work.
On 94-97 Accords the clusters themselves break fairly often. If this is the case then there won't be a check engine light and the cruise control will still work. You can sometimes fix it by taking it apart and re soldering it, or ordering a new one off ebay.

I thought I have seen a few times on the board where someones speedo / odo wasn't working and did not have a CEL.
I could be wrong.

solid advice, he hasn't said if he has CC yet, however.
My donor 95 5 speed did not have CC on it.

Hey guys! Wow. So I read all this and went back out. The light on the cruise control button comes on when it is depressed, but nothing happens when you press the "set" button on the steering wheel. Tomorrow, when I have some time, I'm going to check out the vss, any relays or fuses that I can determine are speed/odom related, and maybe I'll kick it a few times (kidding!).
I DO have a check engine light that comes on and goes off ... this could be related to the engine swap, the vtec not being hooked up, the speed/odom or cruise control problem, or something entirely different! I went to Advance Auto today and their code reader supports odb2 and higher and since this is a '95, they couldn't help. I think my friend may have one ...
So I will check that all out tomorrow and get you guys caught up!

You are going to need to check your codes yourself.
Under the glove box is a connector with 2 wires in it (blue or gray IRRC)
Connect a paperclip (or whatever) to short the connector together
Turn ign to position II
Check engine light will flash
Long flash = 10
Short Flash = 1
Report back with codes

also no fuses or relays to check pertaining to the VSS
When I did my swap something was wrong with the VSS connector, I had to pull it off and pull some of the connector apart in order to get to connector all the way in.

Thanks crispin. I forgot about manually checking them! So I did. And I got ... 17. Which I looked up and found was for the VSS.... YES! (also the SRS light is constantly on, but that's another day's project).
Soooo... here's my deal. I'm such a newb. I seriously cannot figure out which sensor is the VSS. I looked in my FSM, online, and everywhere. Can you show me on these pics I just took?
