i dont know honda's but i need help with safety issues regarding accords

Default i dont know honda's but i need help with safety issues regarding accords

so my girlfriend has a 1993 honda accord lx four door, 5 speed, with 193,000 miles on it. shes had this car for about a year. the entire time she has had this car it has had a really weird acceleration problem. it sounds to me like this is common on accords. its weird because it acts as tho she is flooring it when she just barely touches the pedal.you can even hear the intake sucking real hard and then decelerates when its done with its fit. what can i do to try and fix this, its a bit retarded and completely unsafe. also i changed the oil and some idiot before me stripped the drain plug threads bad enough for it to leak like a hose when its warm but not at all when its cold. so we go out and drive it to make sure everythings "good" and when i get back to the driveway the whole car is smoking and i open the hood and oil is everywhere, this stupid thing happened twice and basically ran it so low on oil that it didn't even register on the dipstick. this motor has always been loud. but recently it makes the same ticking when accelerating and decelerating but more pronounced. and it seems to have a very very slight transmission noise...the only reason this worries me is because i went to take the rim off the hub and the wheel will not budge. it acts as tho it is welded to the hub. this car is single handily the biggest piece of crap i have ever layed eyes on...the definition of a lemon car.
