Gotcha Nasty, how do I find this bulletin, cause i gotta a feeling that might be it, sometimes it sounds like grinding rust. I am sorta new here not sure how to locate the bulletin.

that's what the bulletin says to do..

I had my dad ride in the back and listen to the noise and it turned out the noise came from right wheel when turning sharply left and from a left wheel when turning sharply right. So i took off the drums and they had a bunch of loose rust on them that made it swell just enough to be rubbing against stationary round part ( where all components of the drum brake are) which it meets up with when the drum is put back in its place there is a gap there that this rust was bridging because of the swelling by the rust, and during hard turns the turning part of the drum was being deflected by the lateral forces just enough to make a runnig noise which actually after awhile sounded more like a grinding noise, after i trained my ear to it. I found the shiny metal rub marks on bottom of this staionary non shiny back of the drum where all the break stuff is round part. So chipping away the rust on the rim edges on the outside of the drum seemed to have resolved this problem.
