That is the wiring of your MFR, only the numbering is different from what I'm using.
For your volt meter tests, make sure you can get a good 12V reading from your volt meter. Try touching one of the posts on top of the fuses with the red lead while you leave the ground setup the same way you were testing the MFR. See video below.
The white/green wire gets constant power from the battery via the 15 amp ECU fuse in the under hood fuse box. I would use the volt meter at that fuse to see if the fuse has a constant 12V on both posts.
See this video. Just use your volt meter and ground the negative volt meter lead on the negative battery post or a bare metal bolt. The guy in the video is using a test light, but the principal is the same.

Thank you!!! Now it is working!
Below are the readings I gathered:
Battery: 12.40
ECU fuse (under hood): 12.40
White/green relay wire: 11.80
Blue relay wire (when trying to start): 10.40
Green/black relay (when key in position II): 11.80
Fuel pump fuse (driver kick panel - when key is position II): 11.80
The fuses I mentioned above were tested on both sides like in the video.
What are your thoughts? Any other test that you would like me to perform? (thanks a million for the help!)

You can try the continuity function between A16 and ground when you try to start the vehicle.
Just turn your meter clockwise to the setting next to voltage. Hit the sel button to get the white symbol under the horseshoe, where the volt meter will beep when there is continuity (closed circuit to ground). You can test the meter by first touching the leads together to see if it beeps when you get a closed circuit.
