'07 Accord without Low Beams

It could be the relay or the headlight switch on the steering column.
If there is an identical relay next to the headlight relay (like a power window), you can swap them. If the headlights start working, and the power windows stop working, then you should replace the relay.

There is a relay control module in the underhood fuse box. It has 3 relays for low beam, high beam, and exterior/tail lights.
There is also an MICU (@ under dash fuse panel) and Combination Switch Control Unit (@ washer/wiper switch) that the headlamp/turn signal switch must go through to control the lights as well.
Do the high beams work? If the high beams are operational, you can rule out the CSCU and the MICU as between those components and the relay control module the signals are multiplexed.
