oh and i just wanted to mention that when i replugged the TCU back in and turned the car on i heard a series of clicking sound coming from the shifter area and when i put my hand on the shift i could feel that the sound was coming from there.

Right now you are guessing what the problem is. There is no need to replace a working part.
Grab a piece of wire or a thin paperclip, find the blue two-pin connector. Short it. Turn the key to the II position, then count the S light flashes. It is really simple to do.

it's a solenoid that locks into park. It most likely went bad. Happen to mine I just removed it. But if you remove it you won’t have to press the break to get out of park also when the car is off you can shift out of park. You just have to remember that if you do remove it.

either im a idiot or just a idiot...so i found the opened blue connector stuck a paperclip into the slots to bridge it and turned the key to the number two position and nothing. Should i atleast wait for 10 minutes or less the sport light was just solid unless im not doing a good job shorting this thing out or the paperclip is too thick.

You may want to use a flashlight to look at the connector. There appears to be four holes on the connector, but only two have pins. Short the holes with the pins. See pic below. The location is different, because this pic is for the 94/95 accord. The connector is the same.
If you turn the key to the II position, the CEL should turn on and stay on if there are no codes. Or it will flash when you turn on the key. If it doesn't, then you didn't short the connector.
The S light should start flashing within a few seconds of turning the key to the II position.

It sounds like you have a TCU problem. If you are good with a soldering iron, you can try to replace the bad resistors and capacitors.
Your problems sound very similar to the symptoms on this site for the TCU:

I would inspect the resistors that are pictured.
If you don't want to solder, you would probably want to get a used TCU from a junkyard.
