retrofit the system to R134-A......

with those readings it could be exp valve, it could also be a system that is overcharged, contamination in system ,condensor blockage,,, also how hot and what was the humidity at the time your a/c system was tested........
ambient temp and humidity has an affect on pressures

So if the mechanic specializes on Hondas had the system evacuated and recharged ,, we would have to assume that he put the correct amount and there is no contamination in the a/c system ..............

but i would definately retrofit to r134-a

I know he put the correct amount in. The temp was about 91 when he checked it and the humidity felt high. The lowest temp that it would put out was about 62. That day I sat in two other cars and they pumped out about 42 deg air...... Does this information help?

Is there a chance the evaporator fins could be clogged with dust and dirt from all the years?? Not inside the internal tubes but out blocking the fins??

Assuming your mechanic put in correct amount, the high pressures could mean bad expansion valve. It is unlikely the evaporator is that severely blocked, but after 16 years, it probably is dirty and leaking slightly from orings which causes more dirt to accumulate. Condensor can be inspected for any blockage by dirt, insects, grass, etc and readily cleaned. A fin comb can be used to straighten bent fins and extract debris from between the fins.

No one reading your information can state w/ certainty that your problem is expansion valve, but it seems likely.

I had one expansion valve failure, but it was very clear w/ no cooling at all and happened abruptly; cooling good one day and not the next.

Low 40's is about as good as this model Accords get w/ AC performance. W/ a retrofit, mid-40's may be a realistic expectation.

I plan on undertaking this project next weekend. What do you think about the "Stuck Open" diagnosis? What would the valve being stuck open do or not let the system do?

It's not "stuck open" otherwise you would not be able to get 250psi high side pressure. It may be the expansion valve is stuck in partial open position preventing good cooling.

OK. In your opinion do you think there will be any problem with an aftermarket valve purchased from Advance Auto? I know OEM would be best but I am wanting to keep this cost to a minimum if possible.

Aftermarket expansion valve should be fine.
