yes it does, im trying to find the routing for the system, but i cant its a viper system.
there is a red light that stays illuminated, and im not sure what the illumination represents.

That is your problem.
Do you not have the remote for the alarm?
There is a relay installed under the dash as part of the alarm which prevents the started from working.
If you cannot get the remote I can walk you through how to remove the alarm and bypass the starter kill.

lmao sorry i forgot it had one... i contacted the p/o and said the light that i stated was always on untill the vehicle starts

If you have an alarm on the car, you should be able to find the control unit pretty easily. It is either under the dash on the driver's side or under the center console.
Take a look under the dash for wires that look out of place. Follow them to the the control unit for the alarm.
Try to find a reset button on the alarm.
