1999 honda Accord Cruise control problems

Mine has the same problem, but it is where the cruise control cable goes into the throttle body. The throttle body itself is actually broken, so it can't hold onto the cable. I was able to reattach it to try it, and even though the light wasn't on the switch, the cruise control still worked until the cable disconnected again

You are the first (and only) person to make reference to the brake switch having 2 sides. The metal tab on the brake arm has a rubber/plastic grommet that the brake switch plunger contacts. When mine broke the plunger was going through the hole leaving the brake lights on and the cruise control inoperative.
Temporarily, I've clipped a flat magnet over the hole. That fixed the brake lights but the cruise control still won't set even though the 15amp fuse is still good.
If I understand your post correctly, I need to replace the grommet probably because it pushed the brake switch plunger in farther than a flat plate would causing the 2nd circuit (the cruise control) to engage.

I'm not the first...I've just read so many posts and played with Accords for so long that well....it is pretty sad.
In my younger days, on long road trips at night I would play a little game with myself. With the cruise set and rolling down the road - can I tap the brake so lightly that the cruise will go off without seeing the third/high mount brake light come on. Yes, if I got the "tap/press" just right I could.
Easy thing for you, go to the dealer on Monday and get a new "stopper" - 46505-SA5-000 - It should only run you ~$3. Pop it in and I would bet everything is back to normal.

Thanks again. I went to the dealership (actually open on Saturday!) and bought the grommet. It was much thicker that what I had used for my temporary fix but still didn't make the cruise control work.
Since this is a 15 year old car that does a lot of stop and go driving, I'll probably replace the brakelight switch next and see what happens. After that?? Somebody with a little more experience will have to look at it.

There are two sets of two pins on the switch - if you have a volt meter you can test the switch to be sure the "two pins" for the cruise are closed when the brake is not pressed. It could be as simple as a slight adjustment to the switch to get the cruise back.
As I think "roader" stated, you could also use your toe and "lift" on the brake and try setting the cruise and see what happens.
