2003 Accord low beams not working

2003 Accord low beams not working
Hi all. This is my first post!
I have a 2003 Honda Accord LX V6. Canadian make.
For some reason the low beams don’t work. I got it like that but didn’t notice it up until today.
The high beams and running lights work fine.
So far I’ve checked all the fuses and the lamps. All of them are fine. Because all the other lights and the fuses work, it seems the fuse box gets power but there some kind of issue between that and the lights.
I tried changing the three black relays just in case but that made no difference. The Guatemalan on the fuse box cover doesn’t say if any of the relays support the low beam fuses and the original manual is super vague. Any advice?
