Where is the best and cheapest places to go for Accord replacement tires? I really just want to replace 1 for 1 but do not want to get riped off. I could use breaks and a allignment as well. Any good tips? Sears? Pep Boys?

Who's good for brakes & alignment depends on where you are. I don't think you can say one chain-store is better than another overall. What city are you in? Maybe someone knows the shops in your area?

Shocks:
It's not necessarily a SOUND, but sometimes they get soft & bouncy, sometimes they get hard. If they get uneven side-to-side then the car makes corkscrewing motions over bumps.
