2007 Fans not working

You have some tests showing the wiring is correct and some tests where you get very strange results. To me, you have some wiring damage between the fuse box and the fan relay. It could be at the fuse box or the electrical connectors under it. It could also be a bad/weak ground.
I'd probably get the shop manual for the 03-06 accord that you can buy for $22 at automanualsource.com. Find the grounds in the fan circuit and all grounds easily accessible. Clean the eyelet and bolt with a wire brush or sandpaper. If that doesn't help with the problem, look in the area where the car was wrecked to see if a wiring harness was damaged or pinched or is now rubbing against metal. The other item to inspect are the electrical connectors under the fuse box for some damage/burning. What area of the car was damaged in the accident?

I have some preliminary investigation, I havent seen any damaged wiring but the blown fuse is suspect to me. I attempted to unbolt the fuse box and look for issues but didnt go that far, its two bolts and then inspection.My crappy Haynes manual doesnt really tell me where the grounds are, I can look, very strange findings indeed.

So.....after installing the new condenser and radiator and messing around with the relays and such, I finally decided to fill the AC system with r134, filled it and the condenser fan started working as it should, go figure. Still baffled by the strange radiator fan but have wired in a fused link to the control side so that when the key is turned on the fan runs constantly, at least it is on and wont overheat.
