Good news! An electrical fault in the counter shaft speed sensor (CSS) circuit; sensor, connector, wiring, or possibly TCU.
Check connector and wiring carefully. If all looks OK, check resistance of CSS. It should be 400-600 ohms. If out of spec, the replace CSS.
If OK, check resistance again at TCU connector (you'll likely need shop manual to id wires (Blu/Grn to D17 pin and Blu/Yel to D15 pin) at the connector). See Online Manuals post in DIY section. If resistance is again OK at the TCU Connector, the TCU is faulty and should be replaced.
Let us know what you find.

It was the connector, a pin was bent over and new no codes .utility shifts all 4gears but shifts hard.I posted another question about the adjustment if the tv cable.I have followed instructions but just don't seem right because when u adjust cable there just isn't enough adjustment.when the cable adjustment is all the way down , the arm is already half way up from bottom?is it possible theres different length cables ?

Have you downloaded the 94-97 shop manual? See DiY forum, Online Manuals post. Manual shows how the TC cable is rigged. Possible cable misrouting might cause a problem.
Have you checked adjustment at both ends? Lower end has an adjustment thread, simlar to upper end.
Is throttle control lever rigged correctly. It should be spring loaded over entire travel range and return to stop.
Correct rigging has just a tiny amount of play and throttle plate and throttle control lever should begin to move at same time.
