A Ok so I did the test and got every single thing to pass according to the manual... They say if everything passes the cruise control unit has to be bad, well I already grabbed one from a junkyard and still doesn't work. I know it's possible I got a bad one but is there any way I can bench test the control unit to know for sure that I just got a bad cruise control unit?

It is possible the junyard CC unit is bad too, but I don't typically see too many CC units bad on this forum for the accord.
You can work downstream of the CC unit and test at the CC actuator for a "bench test". Ground you can test when the car is not running at the actuator connector. You can try a test light on the B, C, and D wires, but the vehcile needs to be traveling at a minimum speed to set the CC. I can't remember if it is 25 mph, but you can go 40 mph and try to set the CC to see if the CC unit is sending voltage to the actuator.
I attached the CC wiring diagram so you can see the inputs and outputs. I typically use test lights instead of any volt meter tests suggested in a shop manual, because a volt meter test can give a good reading, but the wire can't carry enough current.
There are some tests at the actuator in the shop manual you can try as well.
I remember the 98-02 accord had an issue where the plastic cable guide/pulley? on the throttle body would break and CC could not be set. Not so much on the 94-97 accord, but you can take a look.

Funny you should mention that about the cable cause mine was broke but I just got a good one from the junkyard ... Seems a little shorter but adjusted it accordingly to the manual which says go until rpms just start to increase and then back off 1/4 turn basically. But as you guessed it still no luck, and just so I'm sure the abs light being on wouldn't interfere with cruise at all right cause it's on and that was the other thing I have to troubleshoot after I get this damn cruise working.

You can check for engine and abs codes using the same method. It is quick and easy to do to short the service connector. See the common diy thread on top of the gen tech help forum for a writeup. I doubt the ABS can disable the cruise control. If you got an abs or a check engine light code, it might give you some direction.
