96 accord ex 2.2 vtech bogs at 3000 rpm

I'm not sure I understand. The CEL doesn't come on at all? Or the CEL comes on "with the foot on the pedal"...? If so, what's the error code?
What things did you replace "on the spark"? General tune-up or did you have reason to suspect these things?

Well, I guess it would be good to rule out a timing problem if you even suspect it enough to mention. You can remove the upper timing cover & check the camshaft timing marks then you will KNOW if the camshaft timing is OK or not.
I think a bad O2 sensor wouldn't just be specifically at 3000 rpm. And more likely a bad O2 sensor would set off the CEL.
There's a kind of stumbling behavior at certain RPM if your EGR ports are clogged. Search for "EGR cleaning" becase I haven't done that myself.
