Can anyone explain how to R&R a front bumper cover on my 96' Accord?

Its a fairly complicated job, far more difficult than it should be but apparently Honda felt it was necessary. The easiest way I would say would be to remove the whole bumper rail/cover at once.

If you look through your lower grill you will see the mount points for the bumper rail(2 or 4 bolts) then undo the screws in the fender wells, and unplug the wires for the turn signals.

Once you have the whole assembly off undo all the plastic screws running along the top of the bumper and you bumper cover will slide off.

If you wish to make it easier on yourself later then leave out the plastic screws that would be under the headlights, doing this will allow you to remove the bumper cover without taking the bumper rail off next time.

Thanks for your input about the cover. I removed the fasteners on the top of the bumper below the grille/headlights. I'm unsure of the bumper rail and bolts that you spoke of though. The turn signals have been removed from the bumper and I was hoping you could direct me with what to unbolt to get the cover off.

I looked through the lower grille (below the bumper) and found no mounting bolts, though I know something is holding this thing on. Any input appreciated.

If you look below the driver's headlight on that picture above there are four bolts that need to be removed that are in a square. They are to the right of where the cooler for the power steering exits the radiator support.

They should be 12 or 14mm bolts.

I remember that mine were not easy to see.

OK....sounds like it isn't these 4 philips head screws and the four bolts sound like they are grouped together. Do these bolts hold the bumper rail (however that works) on?

Go to the DIY section and open up spoonerturner link in the Online Manuals thread. Download the 94 shop manual. In the body section there are good diagrams of what you have to do.

Default Bumper Cover Retainers

Bumper cover is off. Now, does anyone know where I can order the plastic retainers that push into the holes in the top of the bumper cover? I'm assuming the dealer will not sell just the retainers.
