96 accord no windows, a/c, fans

Here are some checks you can make:
- Normally this test is to check the operation of both the radiator fan and the A/C condenser fan; however, since you’re not receiving power at the No. 21 fuse in the under-hood fuse box for the radiator fan relay, the radiator fan will not run in this test. Disconnect the 2P connector at the Engine Coolant Temperature Switch A (located on the thermostat housing, lower radiator hose); with a wire or small paper clip, jump the terminals on the harness connector side. Turn the ignition to ON or START, does the condenser fan run strongly? If the condenser fan runs strongly, the condenser fan motor, A/C condenser fan relay, and wiring is good at that portion of the circuit.
A1: Unless, you’re testing a different fuse than what is shown in the circuit diagram as No. 21 (for the radiator fan relay) or some wires have been re-routed; if the radiator fan runs via power coming through the radiator fan relay, power has to come through the No. 21 fuse.
I'm defenitely on under hood fuse #21 according to alldata and my fuseblock cover ... My engine does not overheat, but the cooling fan never comes on now, nor will the condenser fan come on when the a/c button is pushed. They all stopped working at the same time a/c went out. Thanks for your help.

Radiator fan is new, condensor fan also works. Both have been jumped and do work. A/C refrigerant reading is 35-45 lbs. Is it possible to have that pressure reading and it not be refrigerant? If not actually refrigerant pressure, then might the compressor somehow not operate? Thanks for your help.

Pressure switch limits are 28 psi low pressure cutoff and 455 psi HP cut-off. If air temp was near pressure measured, there could be adequate refrigerant. If air temp was 20-30 degrees above pressure measured, then refrigerant is quite low and compressor might kick on and quickly cut off.
Performance suggests low refrigerant and a significant leak somewhere.
Suggest jumping thermoswitch A and turning keyswitch to ON. Check both cooling fan connectors for power. If condensor fan has no power, then check condensor fan relay by swapping w/ radiator fan relay. If still no power, wiring fault, or fuse problem.
good luck
