"... turns over just won't crank..."
Just to make you mad I'm gonna be a terminology-geek here.
"Crank" & "turn over" mean the same thing - they both mean the starter is spinning the engine.
"Firing" means the engine starts, or at least initially begins to start.
So...
Can I assume you mean the engine cranks but doesn't fire?
Or maybe it cranks and fires, but won't stay running?
---------------------
Why did you replace the fuel pump and main relay? Normally you listen for the fuel pump to run for 2 seconds when you first turn on the key (without starting). If it doesn't run, then you can do a couple tests to check which component is bad:
- Pump. You can run wires directly to the pump connection to see if the pump actually runs.
- Main relay. You can use a multi-meter to test the action of the relay.
- Wiring between them. Sometimes both the pump and main relay are OK but there's a broken wire. Somewhere...
I guess by buying a new pump and main relay, you proved that those weren't the real problem.
Then again, if the pump runs, that still doesn't prove the fuel injectors are firing.

Note: Some of this info. was not included previously in this thread; but, I am including it, so we can try to help HondaChic solve the problem. -This way there is more input/ideas from other members.
HondaChic (I hope you don't mind.)
1. Is your Check Engine Light still staying on and not going off when you turn the ignition to ON?
2. Is the 7.5A fuse in the driver's under-dash fuse box still blowing? This is the fuse protecting the ECM, Main Relay, and Gauge (brake check circuit). Did you ever find the short in the wires and/or connectors I referred to?
