97 Accord won't rev past 5500 rpm

Cody, if you want to use the h23a vtec injectors you need to take out the resistor assembly that your car is currently using, assuming the person who did your swap didn't already do it. You will need to do a search on how to wire it out.
Otherwise you can swap back in your old injectors and that might just fix your issue.
Let me know if you don't believe the advice I'm giving you and I wll just bow out of this thread altogether. It's not a big deal.

Honestly I don't even know which injectors I'm using. Roader claims that the F22 injectors will only fit so I must be using them. I also noticed you keep saying h23, remember, I have an F23 haha. I have no idea where the resistor assembly is on this engine nor what it is!
Edit: yeah i mean f23. lol

I checked my engine oil (should've done that first thing), it was surprisingly low. I filled to the correct level hoping that was going to work but it's still doing the same thing. This issue is happening with both the P0J and P0H ecu.
Now, doesn't the ecu tell the solenoid when to activate? If the solenoid clicks when I apply the 12v to it, then that tells me that the ECU is NOT activating the solenoid right?

My car started doing this after I got this swap. I brought it back to them 4 times and they never figured it out so I gave up on them. The sad part is that they are a performance shop that builds engines and everything and they can't even figure this problem out when they are the ones that swapped the engine! And yes, it passed smog like this.

Figure out how to keep one end of the wire in the solenoid-side connector. Route the wire through the passenger window so that you can close the hood without pinching the wire. Find a 12v source in the car. Just looking around, my radio pulls out easily so I'd probably tap into the radio constant 12v or ignition-on 12v. Attach another wire to that 12v source. Take the car on a highway without much traffic and - probably best to have a passenger to do this - touch the two wires together when the engine RPM is above 4000 RPM.
Tell us if the VTEC kicks in. It should be obvious.
