99 Accord rear balance shaft lock up

Default 99 Accord rear balance shaft lock up

Ok yes I know this has been covered and I did search and found a answer pertaining to a 92.
Problem I have is trying to lock the balance shaft.
I followed the instructions and marked a 6mm allen wrench at 2-29/32".
Made sure the engine was at TDC.
Tried to insert the allen wrench to my mark and it came up short. So I tried to rotate the engine around to TDC again as the 2 rotate at different rates. Still not able to insert the allen wrench. I repeated this 5 times and had the same result. What am I doing wrong? I know It's at TDC as all pullys alighn up as they should. I just cant get the the rear balance shaft to lock up using the allen wrench.
The car is a 99 Accord EX with the F23A1 VTEC engine

In the process of replacing the timing and balance shaft belts. Car has 148k on it and they have never been replaced.

Never mind as a 5mm will fit.

Technically, you can just leave off the balance shaft belt and avoid the extra alignment hassle. The balance shafts don't really do anything at all. That's what I did both on my F23A1 and F22B1.

If I'm not mistaken the balance shaft belt not only drives the balance shafts but the oil pump.

F-series oil pump is driven directly off the crankshaft, it is NOT driven by the balance-shaft belt.
