Accessory plug-in socket problems.

Accessory plug-in socket problems.
I have a 2004 Accord sedan with two outlets for plugging in phone, etc. - lower dash and inside storage area between front seats.
Both quit working, I replaced the fuse that the manual refers to (inside car, 15 amp, I think). This didn't fix the problem.
"My" mechanic said that there's probably a short in my electrical system which would be really expensive to repair. Is there anything else to check which would cause both sockets not to work? - (I don't think it could be one of those 'a dime fell in there' answers, since it's both sockets.)
Could another fuse be involved? How much do you think "expensive" would be....like, tearing out a million miles of wires or what? Sorry to be so totally clueless about cars. Sorry, too, to be so completely broke I never asked what "really expensive" actually meant.
I 'd be grateful for any help or ideas. Thanks very much.
