Accord 94 LX 4-cylinder, cranks but no start

Technically you haven't verified fuel. You might want to try starting the engine while spraying starting fluid into the intake. If the engine runs (even poorly) then fuel deliver is the issue. You may want to get a loaner fuel pressure tester from a parts store. Hopefully the kit has an adapter that will fit on your fuel rail to actually test the fuel pressure.
Battery is not hooked up to a charger when testing. I add a float charger when not troubleshooting.

So I was able to dig more into this issue today.
-Checked fuel pressure 38PSI
-Starter fluid and the engine tries to crank over but doesn't fully start.
-Double checked timing on timing belt side and it is dead on the timing marks.
-Compression tested engine and received the following, removed main relay while testing compression:

#1 75
#2 65
#3 75
#4 150

From there I knew it was something internally wrong with the motor. Added a little oil in the cylinders via spark plug tubes and left it overnight. Came back the next day and tried another compression test:

#1 75
#2 75
#3 90
#4 200

Thoughts? I know the engine at least needs about 85 to start and run poorly.

Did you push the gas pedal to the floor when doing the compression test? Waiting overnight when adding oil will allow the oil drain back into the engine.

Not sure of the results on the starting fluid. Here is a good detailed video on a vehicle that would require similar tests.
