Default Accord V6 Belt Idler Pulley Issue

The belt driving the alternator and A/C broke on my 2000 Accord LX V6. Noticed a pretty thick coating of melted black belt residue on tensioner pulley and when I tried to spin it, it was locked. Maybe dumb question but my first assusmption is that the pulley should spin freely, correct? Assuming it does, can the pulley be replaced? Does it have a brearing in it? I loosened the middle 14mm bolt slightly and pulley turned freely then but when I tightened it back up, she was locked again. Any help would be greatly appreciated.
