That is from the 94 shop manual that you can download from the online manuals link in the General DIY thread. It says to run the test at 1500 rpm for ten minutes, then take the reading. Take a look at the instructions on how to test.

I have that shop manual as well as ALLDATA at school. It just confuses me.

I'm guessing you spin the engine at 1500 for 10 mins then let it idle and check the pressure then.
