You can download a 94 shop manual from spoonertuner link in the Online Manuals thread in the DIY section that will have the exact procedure.
From memory, you jack up the back of the car and put it on jack stands.. Pull the e-brake up for 1 click. Tighten the cable under the center console until the rear brakes slightly drag.

Have you replaced rear brakes lately? The automatic adjusters might take some time to catch up.
Disk or drum brakes in the rear??
With rear disks, you have to pull the handbrake up & down a zillion times after replacing brakes, so the auto-adjusters catch up. THEN adjust the cable under the console.

if it has shoes , you need to adjust the shoes first,,,,,,remove the drums and turn the star adjuster till there is a very slight drag when you spin the drum than back it off 2 clicks,
Once done, count the clicks on the hand brake when pulled up, should be 5-7,, if more than that adjust the cable nut at back of center console ,, remove the rear ash tray to get access to it

Hi mate, I solve this problem on my 1997 Accord. The problem is in the fault bearing in rear calipers-In parking brake mechanism pin. I had to make the brass bushings and
now working perfect.
