Solution for TPS 9% throtle opening with or without .5 VOlts gear stuck in park.
hi,
i hope that you all will be fine.
as my experience this problem occurs from TPS itself, i was facing the same issue on my accord 2005 since 2 days. due to the sand storm my IAC was stuck and rpm was high i decided to clean the throttle body and i dissembled and cleaned it. after re-installing the every thing was fine rpm was high little and gear stuck into park i did the RELEARN procedure for the PCM and rpm problem gone and still gear was stuck in the park.
I talked to my mechanic he said take out the complete throttle body reassemble it and reinstall again problem would be gone.anyways every thing was as it is and took out the IAC cleaned it and throttle body with solvent and again i reassembled after installation the problem was still exist stuck in the park.
then i decided to check all the fuses every thing every electrical connector and fuses relays every things was ok..
as you mentioned each and every reading for the TPS was the same...
Throttle position 9%
Voltages were 5 Volts
Ground good
reference voltages .5 Volts
but in actual what the honda says about TPS should be 0% and reference voltages should be .45 volts...
according to these measurements i could not disassembled the TPS because rivet tightened screws so i started taping gently on the TPS from left to right to change its angle while OBDII code reader was connected to cell fone everything was visible via OBDII reader i took that angle from 9 % to 5% and then at that moment the solenoid works actually the reading was still higher or the PCM was reading high idle position that was the cause for the shift stuck in park.
Result is to changing the angle of TPS can take out from this trouble.

Problem Permanently fixed
I used my Dremel tool to cut notches in the top of each TPS screw. I was then able to remove the two screws and adjust the TPS per the factory spec. I reinstalled two allen head screws to secure the TPS in the new position (I did not move the TPS much from the original position). The start in part problem has not returned.
