Blower Motor Stopped. Have DTC 2.

Default 2003 blower Motor Stopped. Have DTC 2. Fuse #30 is partially grounded.

I have a 2003 honda accord LX. My blower motor quit working a while ago. I have checked all the fuses, swapped around relays, checked resistance on the transistor, replaced the motor (the brushes were pretty bad), but it still doesn't work. When I first start the car the fan gives a little jerk but does not work in any speed or configuration. Reading older posts here I found out about the HVAC diagnostic and ran it. With my non climate control model I got two blinks from the recirc light which seems to mean "a short in the air mix control circuit". I checked the air mix control motor and it appears to be actuating fine.

Edit: Fuse 30 in the passenger compartment is seeing ~120ohm when I check the bottom of the fuse against body ground. I'm guessing this is not supposed to be grounded at all to body but I'm not sure there and I can't find any diagrams of which connector that fuse goes to so I can't be sure.

Is there anything else I can check or ways to find this short? Or is this a job for professionals? Also a short wouldn't be the most surprising thing as when I first started this troubleshooting I found a big mouse nest on the cabin filter.

The black wire will see resistance to ground. The transistor controls the resistance to vary the fan speed. With the rodent nest, it is possible that wires got chewed up, so look closely at the power/ground wires to the fan motor. A test light hooked up to ground can determine if your power wire to the fan motor can carry enough current.
