CEL is on...can't pull codes

CEL is on...can't pull codes
I'm hoping one of you experts can help me.
I'm working on my brother's '91 Accord Wagon w/auto trans.
It has a replacement motor in it with 40k miles on it.
It has a new set of plugs and wires, and O2 sensor.
The check engine light came on last night.
He said it seemed to lose power.
I couldn't recreate it this morning, but the CEL is still on.
I jumped the blue plug under the kick panel, and turned the key to run.
The CEL will not flash it just stays solid. The battery, oil, and seatbelt lights are also on.
Any ideas on what I'm doing wrong?

I would suggest you try a reset by removing the NEG battery cable for 30 seconds, then drive again to see if it recodes.
Have the anti-theft radio code on hand if needed.
You say "The battery, oil, and seatbelt lights are also on" is that all the time [engine running] or just when the key is turned on?
