You need to clean throttle body bore, throttle plate (both sides), and idle air control vave (IACV) w/ throttle body cleaner. Check DIY forum for threads on subject.
After doing this idle may stablize higher or may need to be reset. You disconnect IACV and adjust idle air bypass screw (TDC of throttle body inlet) to set base idle at about 700 +/- 50 rpm. I would go for the high side of that range. Reconnect IACV and reset ECU (disconnecting IACV will set Check Engine Light).
Suggest downloading the 94-97 Accord Manual from Online Manuals links in DIY forum for details of procedure and component locations.
Idle speed seems to be the key to a smooth idle. Too low and vibration is certain.
