Looks to me like there IS an adjustment. A rubber plug in the back plate (#13) & the adjuster wheel (#18, 24).




But... If that were the problem, you'd feel the brake drum come loose from the hub (#1), & then you'd feel the shoeshang up on the ridge worn into the drum.

If the drum is seized to the hub, you could work it with some PB Blaster or Liquid Wrench or something like that.

A few weeks ago I slid under and did see the oval rubber plug on the backing plate. I removed it and looked around but could not find anything in there that would help me bring the shoes in. I plan on using Hondatec Av6 or deserthonda idea.

the adjustment star is there,, but it is real hard to get to it and adjust the shoes,,very limited space.. I have found that it is a lot easier to just remove the drums and adjust the shoes that way .
reason why drums would not come off....

inner part of it, frozen in the hub,, wd-40 (or equivalent )and a few hit with the hammer will loosen it up

shoes too tight , but if that would be the case then the drum would not turn or very hard to turn

deep lips ( grooves) on the inner drum, drums need to beturned ( machined ) or replaced .. and if that is the case, shoes would have deep grooves as well and would need to be replaced

Well, the ones that have given me trouble, they've beenstuck because of a deep lip on the drum. And you can feel it come loose from the hub. That's the specific case where you'd have to use the starwheel or else force them off & destroy some littlehardware bits.

So there is a starwheel and it can be backed off. Is the starwheel on the top or the bottom.

BTW is it me or this site, I cant seem to have Firefox remember the login info here.
