Changing Timing belt issues.
I just change my timing belt in my H22 and when I got inside all the marks were off, the balancer, the cam pulleys especially, and also that pulley to the left of the the balancer. I was able to drive the car before this operation so I knew it ran very well. I have changed the belt and just put it back the way it was, so I hope to god that I did the right thing!
I Haven't put the motor in yet because I'm waiting on my motor mounts, they should be here this week. So If I did It wrong I still have time to fix it.

Here are the pics, this car ran fine the way the timing was but it did have some issues. Such as the idling, it would rev up and down not keeping a consistant idle until its in drive. then I had cleaned the ICV and then it would clear up and idle great, then at randoms times it would do it again. My buddy had helped me do it and we straitened out the balancer and the pulley with the yellow mark on the left of it to where we thought it should be but left the cam pulleys the way they sat as you see it here.

Everything looks good except forward balance shaft appears to be off by 180 deg. On F22 engines, this is oriented to top of shaft for alignment. It may be different for H series.
Do you not have any sort of manual? If not, you should purchase at least a Haynes manual.

Yes I have a manual but it just shows me how to change it when its already perfect, I just need to know if this is a normal thing at all? I mean the motor ran really good before this operation and then I get inside and see this. If I want to make sure everything is ok, what can I check? The manual shows me how to check and set the valve clearance by moving the cam pulleys and checking gaps, would this be my best bet on making sure that the cam pulleys are where they should be?

I see that you have a screwdriver in cylinder 1. Did you use this to get cylinder 1 to TDC?
Get the crank/cams to TDC. You have to turn the crankshaft counterclockwise using a 19mm deep socket on the crankshaft bolt until the two marks on the cam sprockets are lined up. Make sure the mark on the crank sprocket points to the mark on the engine block. Those marks are the most important and can cause damage if not installed properly.
The smaller balance shaft belt installed incorrectly will not harm the engine. It will cause the engine to vibrate too much. Once you get the cam/crank set to TDC, check that the mark on the front balance shaft lines up with the mark on the engine block. From the 92 prelude engine, the mark should be pointing to 9 o'clock. The rear balance shaft has a bolt on the back of the engine where you can stick a drill bit to see if the rear balance shaft is lined up.
If you go to the common DIY thread on top of this forum, there is a link for online shop manuals. In that link, there is a spoonerturner site where you can download a 92-96 prelude shop manual. Page 6-64 will show you the location of the marks to get them lined up.
When I did my TB on my car, I checked everything at least 5 times, so I was sure that I got both belts installed properly. When you are sure that you have both belts installed properly, then set the tension, put the covers back on and you are all set.

Yeah, the rear (intake) cam sprocket is off by 1 tooth.
Those little notches out at the teeth, need to line up (all 4 of em) in a straight line right through the centers of the 2 camshafts.
And I can't really see the balance-sprocket marks in that lower picture...
