Default Clicking Noise coming from interior fuse box

I have a 1991 Honda Accord Coupe and its making a "clicking sound" coming from the interior fuse box located in the kick panel on the drivers side. Its coming from the turn signal fuse(7.5amp) which is not blown. When I start the car or have the key in the "on" position the noise continues non stop until you actually use the turn signals or the hazard lights. Is there a relay for this and if so where is it located??? Any help would be greatly appreciated. Also the Break Bulb light stays on even though I have replaced the blown brake light bulb any idea how to reset it or if its another seperate issue.

The turn signal/hazard relay is located in the under-dash fuse/relay box.

For the brake lights, there is a brake light switch, directly above the brake pedal. There is a rubber or plastic bumper on the brake pedal that the plunger from the brake light switch comes in contact with. The bumper attached to the brake pedal may have broken.

It's called a pedal stopper pad. Honda part number 46505-SA5-000.

Here is a thread showing pictures for a CRX, but, it is essentially the same as your Accord. The pedal stopper pad is the same part number.

For the turn signal relay, you may have to take off the kick panel to reach the relay. (But, look underneath the dash area first, you might be able to reach it without removing any trim covers.) I never had a 1991 Accord; but, had a 1995 Accord before and it was kind of similar.

The location of the relay is in the first link I posted. Copy and paste the link without the quotation marks (" ") to view the link. -- Forum rules are that I don't post live links.

More than likely, it may be the turn signal/hazard relay or a problem involving the hazard button circuit. It may also be a problem with the ground wire. Underneath the driver side dash is a ground bolt with various ground wires, check to see if the connections are tight. I don't currently have the 1991 Accord service manual handy, so, I can't give you the specific location; but, usually you will see it.

It could be the relay, the turn signal switch, the hazard switch, or the wiring. You might want to try unplugging the two switches one at a time to see if the noise stops. If the noise stops when unplugging one of the components, that will not rule out the relay as the problem.
