Clicking under hood

Clicking under hood
Ok, I posted this hear because I believe it is egr related but I'm not 100%.

When I turn the key to the on position there is a rapid clicking under the hood. Initially the clicking was coming from the black box on the fender by the battery. The intake solenoid I believe. If you disconnect that it started clicking in the egr control box and the egr valve. After a minute or so of clicking it stopped and you heard a hiss, like pressure relief.
After that the car would start just fine, while it is clicking it will not start, but the clicking stops when you try to start the car.
Today I went out and did the same routine, but after I disconnected the intake solenoid, it started clicking on the drivers side of the engine down low. I was not able to locate the the source of the clicking, but it did not stop until I turned the key off then back on, then the car was able to start.
This process all started, when vehicle cut out on me at about 60, started up a few minutes later, has done this twice. I suspect something in the egr system, but it's to expensive to replace the system.
Sorry for the long winded post, but I wanted to make sure I put all the info out there.

I wouldn't jump towards EGR until you do some testing.
When you say the car would not start, what do you mean exactly? Did the starter work? Or did the engine not fire up (the point where the engine is running on its own, so you release the key)?
Check for engine codes. See common diy thread on top of the gen tech help forum for a link to do this.
Also, disconnect the battery and clean all ends of both battery cables. (Do this after checking for codes). You may want to stop by a parts store and have them test the battery/alternator.

Thanks for the really pa,
I have cleaned the terminals and the cables, they were already clean, but I went ahead and sprayed terminal cleaner on them, then scrubbed with a battery brush.
As for codes, I'm not getting any codes. Cel comes on when car comes on, but goes of like it should.
When I saw the car won't start, it cranks like it's supposed to, but will not fire, until the clicking is done. We've check and I'm getting fire when I'm cranking while it's clicking.
Fuel pump is working.
I did replace the icm last year, but I don't see how that could be relevant.

Can you elaborate on what was hard to follow? Relays make sense, but I can't see how multiple relays would go bad at the same time, or if how one clicks, and you unplug it, another one starts clicking.
