Are you saying the "main switch" is not lighting up. Check the BLK/YEL wire going to the switch, with the key on it should have 12v. If not check the fuse in the drivers under dash fuse panel (I have it listed as #6 - 15amp)

 

The bulb connected to the terminals 4 and 5 should only turn on when the head lights are on. As for the cruise control not working, it sounds like when whoever fixed your brake light switch they adjusted it too far. When the pedal is not being pressed, the cruise control side of the brake light switch should be on. I think yours is not. When you press the brake that switch should disengage and the brake light should engage which turns on the brake lights.
