As mentioned in another post, I removed the IACV and applied 12V to the terminals. The solenoid clicked and moved the plunger. With plunger open, I cleaned the port. I also tightened the FITV valve and reassembled the TB.

Now, I got rid of the rpm surging. But now, my idle rpm is around 1000. I tried shorting the SSCS and removed the IACV connector. The idle initially drop to 900 rpm and starts increasing. I also noticed when idle increases, ignition timing advance increases from 11 degrees to over 27 degrees. I tightened the idle air screw all the way and no change in idle. I have checked for vacuum leak before spraying TB cleaner around TB and Intake manifold, guess I have to try it again.

Why does the ignition timing advance increase when the SSCS shorted? How are you supposed to set ignition timing if this happens?

The spark timing is probably responding to the RPM climbing. Not the cause of the RPM climbing. So concentrate on reasons for the RPM climbing. You've checked out vacuum leaks elsewhere? Manifold? Injector seals?

Throttle cable slack? Mechanical throttle stop must allow the throttle to close completely (just prevents it from wedging stuck closed).

These problems sound exactly like what happened to me. I wonder if it ever got resolved?

Another thread where nobody came back to say what worked or didn't. Maybe start your own thread with information about your car (year, model, engine, trans, etc).
