Also remember that the WHT/RED signal wire from the O2 sensor is shielded as indicated by the dotted line running along side of it in that ECU pin out diagram. D14 is on the bottom row of pins just to the right of the connector center, while D9 is on the top row and to the left.

Just to clarify something as well;

90-95 OBD1 ECU pins are numbered
1 3 5 7 etc etc
2 4 6 8 etc etc

96+ OBD2a and OBD2b ECUs are
1 2 3 4 etc etc
11 12 13 14 etc etc

Also they are portrayed as if looking at the back of the connector going into the ECU.
That may be how it is shown in the manual you have; however, Honda's pin numbering sequence is now consistent between generations. Current electrical circuit diagrams on Honda's site are as I have shown, even for 90-95. I already posted and removed certain current diagrams specifically to his car to show Kayweb.

Definitely! Once I get it measuring the right voltage. I'll post a parts list and a guide to building it. I need to borrow my friend's Weller once I transfer the parts over to a board, my cheapo soldering iron isn't really up to the task. I have three more of the ICs, if you can read a wiring diagram you should be able to build one yourself:

Have you considered using a 10-segment, three-fixed-color bar graph instead of discrete LEDs? It might make packaging a bit easier and compact.

^I've actually seen it built that way, but this was much simpler for me to get ahold of. I've tried to find those, i have a radioshack part number, but it's discontinued.
