you can get them at your honda dealer, this is the only place I know of anymore to get them, just explain what you are doing and they should be able to get them, if not I will check at home and get the part # tonight

Thanks incountry for the reply. Have you ever tried closing those ports using say a short flange bolt with a crush washer? I mean, if the ports should be clean regularly, wouldn't it make more sense to use bolts that can be screwed in/out versus disposable plugs? Just some thoughts.

You don't need to clean them that often. I've cleaned my 94 Ex w/ 210K miles once w/i last 30k miles when the NOX was approaching the limit.
Youcan reuse the plugs even if you drill through them. I simply potted the holes w/ J&B weld epoxy and re-installed on my former 90EX. You will almost certainly drill through one or more plugs to get enough depth for your slap hammer to pull them out.
Be careful to use a drill bit that is long enough to bottom out in the manifold and still be reachable. It would be very easy to drop a short bit into the manifold requiring a very tedious retrieval. Note, the egr port nearest the EGR valve is slightly smaller than other ports, probably to compensate for higher egr flow pressure.Take care not to ream it out w/ a bit that fits into the remaining larger ports.
