Default extreme idle problem

i have a 96 honda accord with a f22b1 and it started idleing at 3000rpm so i cleaned the throtle bodyand the IAC valve and when i started the car it reved up to 4500 and fell back to 1500 and it continuosly does this, even after the engine warms up. so far i have checked for air leaks and vaccum leaks also i reset the ecu (pulled out the radio backup fuse for a minute)and have bled the cooling system at the thermostat housing.
can any body help me with this?

Probably the fast idle thermo valve. Its bolted under the throttle body.

You unbolt the cover clean it out, then screw the plunger back until it is snug. You will have to drain the coolant to completely remove that plunger the clean the interior. Refill/bleed coolant, reset ECU by pulling the radio/backup fuse. Start the car.

Did you reset the ECU after you installed the new parts? For some reason, I have to do this on my 95 or the idle gets screwed up.

Also check that the throttle cable has some slack in it.

Is the check engine light on? Your 96 should still have the blue two pin connector under the glove box that you can short with a paper clip to get any codes. See link below.

I know that there is a DLC plug behind the ashtray where the scanner at autozone will be able to pull the P#### codes.
