Fast Idle Valve

Default Fast Idle Valve

Hello everyone, I am once again asking for your help with my 1988 Honda Accord LX.
It is the carburettor 2.0L 4 cylinder model.
I need to know where the Fast Idle Valve is. I think it may be to blame for an intermittent fast idle issue. A diagram or explanation would be wonderful.
Another question while I am here, when i turn the A/C on the compressor engages and the idle goes down a bit, fans come on, but it never gets cold. What is going on?

I haven't had a carburator since my '72 Datsun. That Hitachi didn't have a fast idle valve; the fast idle was a stepped cam connected to the choke & it held the throttle plate open. Isn't this one like that?
