I'm pretty sure the ULEV & non-ULEV engines use the same rotary valve for the IACV. Neither one has a FITV, that dissappeared in 1998 for all Accords.
Yes, the ULEV PCM is 32-bit, and the wiring harnesses are very different from the non-ULEV car.
I thought only the primary O2 sensor has any control over the fuel rate. (Yes, it's a wideband sensor and very different from the sensor on the non-ULEV car.) But I thought the secondary O2 sensor is only used to determine if the catalyst is still working OK; it doesn't feed back to fuel rate.
