RE: has anyone had this problem? can't rev past 4 RPM
Sounds like a limp mode, but previously BlackNight has stated that your gen (6th gen) didn't have vtec, and therefor wouldn't go into limp mode.. but i'm not sure..
Use this link to search around for it and see if the symptoms fit:

'00 J30A1 (6th gen V6 w/ COP):
Limp mode will involve a flashing check engine light and the tranny won't change gears. I think it locks into 2nd. Also, VTEC won't engage, thus limiting you from the upper rpms. Limp mode gets canceled when you turn the car off and on again ..... until it is tripped again.

Now I'm confused on what car corey has.
To Corey: Put your year, model, accord in your signature to end the confusion.
Has the check engine light turned on while driving? It sounds like you could be going into limp mode. If so, then the ECU is detecting something wrong and stored a code, so get the codes read. Autozone will read them for free (on 96-present accords) and post the codes on here. Write down the number(s), and don't listen to their generic explanation. The will be P####
