The common diy thread on top of the gen tech help forum, there is a link to FITV cleaning for the 5th generation accord. You may just have to tighten down that valve until it is snug.
There is also a writeup on IACV cleaning as well.
You might want to clean the throttle body and both sides of the throttle plate.

So IAC and FITV and TB cleaning are done...correct?
Next on the list is tune up items (cap, rotor, wires, plugs, filters, ect). Are they up to date.
We are asking these questions to rule things out. Next on the list would be having the rest of the ign system tested.

I have done cap, rotor, plugs and wires. I also changed the plugs again just in case it was that. Changed the fuel pump as well. About 2 weeks ago I did cam shaft seal, crank shaft seal, all belts plus a oil change and new pan gasket. It's really stumping me

No stored Codes, as you stated.
Next on the list is a ign issue, ICM or coil. Have you done any testing on these.
Is the issue there all of the time or is it related to when the car is warm/cold ect?

94 accord did this to me to and for the life of me couldnt figure it out. I had a Mech look at it and it turned out to be a dirty injector. He just took the injector out cleaned the tip and port with some carb cleaner and put the injector back in and ran perfect.
Dont know if this is your issue but just an idea.

Remove the snorkel from the throttle body. Start the car and let it warm up. Plug the lower port inside the throttle body with your finger. Let us know if the idle stabilizes.
On the IACV, someone found the passages where the two coolant lines connect were clogged. You may want to drain the coolant and clean out both hoses. Check that the two passages are clear.
Was any work done on your car before the problem started happening? How did the old spark plugs look?
