when you say rotational,, do you mean engine rotation, car standind still and you can still hear the noise ?? OR moving rotation car has to be moving? what kind of noise is it ? rattling? whistling? humming ? scraping? whirling ?
when it comes to noises , it must be 1 of the hardest thing to help with , over the net, everyone interpetation of noises is different , but we will do the best we can to solve it..
if car has to be moving i would chk the brakes,

It sounds to me like a belt... does the RPM's make any difference? Could it possibly be valve rattle and the wind noise drowns it out? Is it a constant noise at a low volume (prior to 20)?
When was the last time you changed your belts or timing belt?

SORRY but in this 1 i cannot give you the proper reply,, it could be so many things,, like nasty said could be belts, alt bearing, water pump beginning to wear, t-belt tensioner noisy, pcv valve hissing, .. to properly diagnose noises over the net is almost next to impossible ; i would have to be there to hear the noise first hand, to identify the source ..
you might have top do the eliminating process, get under the hood and try to pinpoint where noise is coming from,, remove the p/s belt and try it, if it goes away it is the belt or p/s pump.
, if still there, remove the alt belt and try it,, if noise goes away it is either, the belt, alternator, a/c compressor since alt belt also runs the a/c compressor,
you might want to take it to a shop and have them properly diagnose the noise, or you can wait till it might get louder so you can properly identify the source

If you have never changed any of the belts on it do a quick inspection... Look for cracks in the belts/rubber on them, missing pieces etc. then feel along them and see if they feel hard/glazed over and/or rough if it matches any of that criteria I would change them regardless if that fixes the noise or not.... at least while you are changing them you can diagnose the noise more easily...
