Have someone work the temperature control while you watch the valve operate on the heater hose (in the engine compartment). If the car was 1998, it would need to be turned on but not sure for 97.
Possible that a cable is broken or disconnected, so the control doesn't actually open & close the actual heater valve.

I know with every mid 90s honda i have ever driven including both my 97 and 95 accord if you have the blower set to 0, but the temperature **** still turned all the way up hot air will still come out the vents, you just have to turn the temperature **** more in the middle and it shouldn't be hot anymore.

Are we talking about the temperature control or the fan control?
If the temperature control is hot but the fan control is OFF, then you SHOULD feel heat because the car's motion will push air thru the ventilation system.
If the TEMPERATURE control is turned down to COLD, then your problem sounds like a broken or disconnected control cable out to the heater valve.
