my accord has a surging idle on clod start ups after It warms up it idles fine replacd the iac and it still does the same... I took the intake off an put my finger over the hole for the fit valve that works but I notices the iac was also open I was tols that shouldn't be any suggestions??

 

When it's idling, the IACV isn't supposed to be closed.

When you put your finger over the port for the FITV, you say "that works" but what do you mean exactly? The FITV is supposed to be closed when the engine's warm, so there shouldn't be any suction.

Find & fix any vacuum leaks.
Clean up the throttle body bore & throttle plate.
Make sure there's no air pockets in the cooling system.
Set your base idle.
