ICM trouble shooting help

Question ICM trouble shooting help

94 Accord LX 2.2 non vtec. We thought it had a broken timing belt. It was ok, but replaced with a new one. Got a spark tester and checked spark plugs. No spark. Got out the Haynes manual and checked the coil. A to C test was 1.2 ohms not the .6-.8 the haynes manual said. The test from A to secondary coil end was 19.2... That was in spec. Now to the ICM. With the coil out and disconnected . Dist cap off, rotor off, cover off and wires pulled off the ICM . Volt meter on 20VDC Battery shows 12.45 volts. Ignition on Positive on black/yellow wire from ICM. .11 voltage reading. Green (coil) 4.5 volts. If I keep the ignition on and check the black/yellow wire on the connector at the coil I get 12.15 volts. Somewhere between the coil and the dist the voltage is lost. Unsure where to look, or what to look for.
